The Rule
A unit with one or more missing Shield (SH) points may perform a Shields Back Online action. Spend 1 AP and roll 4d10. For each successful roll of 7+, restore 1 missing SH to the unit. A unit cannot restore more SH than its current maximum Shield value.
Explanation
Combined Shields: for a multi-base unit using Combined Shields, restored SH is returned to the unit's Combined Shield pool. The unit cannot restore its Combined Shields above the maximum allowed by its current number of surviving bases. Destroyed bases do not contribute SH to this maximum.
Example
A unit has SH 8 but currently has only 3 SH remaining. It spends 1 AP to perform Shields Back Online and rolls: 3 · 7 · 8 · 10. Three dice succeed on 7+. The unit restores 3 SH, increasing its current Shields from 3 to 6.
